Job Description and Duties

Do you enjoy working in a collaborative and dynamic environment? CalRecycle is seeking an enthusiastic Environmental Scientist to join our Closed, Illegal and Abandoned Sites Section team.

The Closed, Illegal and Abandoned Sites Section is responsible for providing technical and regulatory assistance to Local Enforcement Agencies and other CalRecycle programs on the inspection, investigation, enforcement, and remediation of closed legacy, illegal, and abandoned solid waste disposal sites throughout the State. The Section reviews technical reports and work plans, conducts desktop and field investigations, prepares guidance documents, and provides on-site and virtual training.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1, 2026, it is anticipated that the position will be office-centered and employees will be expected to report to the office at least four days per week.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


1. Must have strong verbal and written communication skills, including experience developing and giving presentations and developing and completing written work products that communicate complex scientific topics for non-experts and policymakers.

2. Must be able to prioritize, organize, and successfully manage multiple tasks and projects simultaneously.

3. Must have field experience, particularly with regards to preparing or implementing environmental investigation work plans, such as, but not limited to, exploration trenching, soil core boring, drilling, environmental sampling, and laboratory analysis.

4. Preference for experience in understanding the design, construction, operation, or maintenance of environmental monitoring or remediation systems such as, but not limited to, landfill gas perimeter monitoring systems and landfill gas or soil vapor control systems.

5. Preference for understanding local government, state, and/or federal environmental protection statutes and regulations.

6. Ability to analyze and evaluate numerical, mathematical, and other data such as laboratory analyses of soil, air, or water mediums or health risk assessment information.

7. Ability to work collaboratively with your team, others within the organization, stakeholders, multiple agencies or within multidisciplinary teams, and others from diverse backgrounds and experience.

8. Ability and willingness to travel to remote areas and endure potentially uncomfortable weather conditions.

9. Experience using Microsoft Office Suite, and other office productivity software such as Outlook, Word, Excel, PowerPoint, Teams, SharePoint, Access, Adobe Acrobat, web conferencing software (e.g., GoToMeeting, Skype for Business, Zoom), etc.
